Check the LOC site. There were about 20 songs registered in 2019 written by ND (probably delayed posting due to COVID). Most were written in 1964-65. All are one word titles registered by Diamondsongs. I don’t think they re-registered songs.
Speculation…
they cleaned out a closet and found a bunch of songs?
maybe some demos that could see the light of day? He’s done this before the release of recent CD’s with the one word titles.
Tried to post a picture, but could not….sorry.
19 New songs at LOC
All songs show they are just music, no words. One of them is with Carl D’Errico, Kind. One of co-writers Neil had from 1963-1965.
Other 18 songs shows Neil the only writer, including one from 1964, Want and the other one from 1968, Sunday.
All songs were probably not been completed with words at the time.

Here are the 19 songs...
Bad, Bill, Bonnie, Dream, Face, Girl, Got a Boy, Hand, Kind, Know, Night, One, See, Summertime, Sunday, Want, Winds, Winner, You.

So basically sheet music?
And why the one word titles? As opposed to Incomplete #1, Incomplete #2,…and so forth.
And the other intriguing thing…
Why so late to register these now, unless they are renewals?
Musical
Perhaps they use (one of) these songs in the new musical. In the beginning to show his start as a Brill building songwriter. They could use it as a mix or as incidental music.
Authorship does include music and lyrics by ND
Copyrights
Likely being done to prevent them from becoming public domain due to pending copyright expiration. Many artists of Neil’s era, including the Beach Boys & The Beatles have been releasing material because of this issue.

So ND possibly could be releasing this material. I’m assuming songs he wrote in this period that he made demos of? And could be a very limited release based on the artists you mentioned above.
